BRUSSELS: The EU has officially approved the 19th package of sanctions against Moscow.

TASS has collected the main facts about the restrictions.

Ban on purchase of Russian LNG

- The 19th package of EU sanctions includes a ban on purchase of Russian LNG for European countries, Reuters reported.

- The ban implies a gradual phase-out of LNG supplies, according to the report.

- According to a decree by the Council of the EU, the ban on imports of Russian LNG will take force on April 25, 2026, under short-term contracts, and on January 1, 2027, under long-term contracts.

Restrictions on tankers

- The European Union has imposed sanctions on more than 100 tankers carrying Russian oil, the Danish presidency of the EU said.

- Dutch Foreign Minister David van Weel said earlier that the package includes measures against 117 vessels of the so-called shadow fleet.

Restrictions on movement of Russian diplomats

- The movement of Russian diplomats within the European Union will be limited to the territory of the country of accreditation, the Danish presidency of the EU said.

- Russian diplomats and consular staff accredited to an EU member state will now be required to notify authorities if they intend to travel to or transit through another member state, the Estonian Ministry of Foreign Affairs.

- Moreover, each EU member state may impose a requirement to obtain prior authorization in addition to notification.

Sanctions against banks and cryptocurrencies

- The 19th sanctions package includes new restrictions on Russian banks and cryptocurrency transactions, the European Union’s High Representative for Foreign Affairs Kaja Kallas wrote on social media X.

- The EU has banned five Russian banks from conducting transactions on the territory of its member states, the Estonian Ministry of Foreign Affairs said.

- Restrictions have been imposed on the provision of crypto services to Russian citizens, the ministry added.

- The EU is imposing a ban on transactions with a number of Russian banks, including MTS Bank and Alfa-Bank, effective November 12, 2025, according to a decree by the Council of the EU.

- The list also includes Zemsky Bank, Absolut Bank, and NPO Istina.

- Belarusian BelVEB, Alfa-Bank, Sber Bank, VTB, Belgazprombank, a VTB subsidiary bank in Kazakhstan, and a VTB branch in Shanghai have also been put on the new sanctions list.

- Moreover, eight banks and financial institutions from third countries, including three banks from Tajikistan, have been blacklisted.

- The EU has added the A7A5 cryptocurrency pegged to the Russian ruble to its new sanctions list.

Companies from third countries

- The European Union is also imposing restrictions on companies from India and China, Kallas said.

- The EU has also tightened measures against Belarus, the Estonian Ministry of Foreign Affairs said.

- The European Union has imposed restrictions on 12 companies from China, two from Thailand, and three from India, as stated in a decree by the Council of the EU.

- The EU blacklisted Litasco Middle East, a Lukoil subsidiary in the United Arab Emirates, as part of the 19th package of anti-Russia sanctions.

Sanctions against individuals and legal entities

- The sanctions list has been expanded to include 63 new entries (21 individuals and 42 entities), the Estonian Ministry of Foreign Affairs said.

- The European Union has added Russia’s Experimental Design Bureau of Engine Building to its 19th package of sanctions against Moscow, according to a decree by the Council of the EU.

- The European Union has imposed sanctions on Sollers and its subsidiaries, namely Sollers Alabuga and Sollers Cargo, as well as Evraz Plc, and Polyus gold miner, according to a decree by the Council of the EU.

- The EU has also imposed sanctions against Russian carmaker AvtoVAZ and the company’s CEO, Maxim Sokolov, Dalnevostochnoye Morskoye Parokhodstvo (the parent company of the Fesco group), Ufa Motor-Building Production Association (UEC-UMPO, part of the United Engine Corporation of Rostec), Director of the Historical Memory Foundation Alexander Dyukov, Higher School of Economics Rector Nikita Anisimov, Assistant to Deputy Chairman of the Russian Security Council Oleg Osipov.

Travel services

- The EU has banned the provision of tourism services in Russia, the Estonian Ministry of Foreign Affairs said.

Expansion of the list of goods prohibited for export to Russia

- Further export bans have been introduced on goods "that enhance Russia’s industrial capacity," according to the Estonian Ministry of Foreign Affairs.

- Additional sanctions have been imposed on goods and technologies "used in Russia’s military sector."

The ban on working with Russian companies from special economic zones

- The European Union has banned interaction with Russian companies operating in special economic zones, the Estonian Ministry of Foreign Affairs said.

- The restrictions will affect Alabuga Special Economic Zone (Tatarstan), Technopolis Moscow Special Economic Zone, Lipetsk Special Economic Zone, Togliatti Special Economic Zone, Lyudinovo Special Economic Zone (the Kaluga Region), St. Petersburg Special Economic Zone, Dubna Special Economic Zone (the Moscow Region), Innopolis Special Economic Zone (Tatarstan), Ulyanovsk Special Economic Zone, Skolkovo Innovation Center, and Free Port of Vladivostok, as stated in a decree by the Council of the EU.
