UNITED NATIONS: Russia has requested an extraordinary meeting of the UN Security Council following Ukraine’s targeted attack on a student dorm in Starobelsk, spokesman for Russia’s mission to the United Nations Yevgeny Uspensky said.

The Kiev regime, suffering defeat on the battlefield, has opened a new chapter in the armed conflict by attacking Starobelsk in the Lugansk People's Republic and terrorizing defenseless children, the Russian foreign ministry said in a statement.

Request for an emergency meeting of the UN Security Council

Russia has requested an extraordinary meeting of the UN Security Council following Ukraine’s targeted attack on a student dorm in Starobelsk, spokesman for Russia’s mission to the United Nations Yevgeny Uspensky said.

The meeting has been scheduled for 10:00 p.m. Moscow time (7:00 p.m. GMT).

Russian foreign ministry’s statement

"After committing a crime against children in Starobelsk, the Kiev regime and its curators became fully responsible for escalating hostilities and undermining the political and diplomatic efforts toward resolving the conflict," the ministry said.

No leniency will be shown to anyone guilty of the attack on the college in Starobelsk: "All those responsible will be identified and will face inevitable and severe punishment."

"The Kiev regime, suffering defeat on the battlefield, is opening a new chapter in the armed conflict by unleashing open, inhuman terror against defenseless children," the ministry’s statement reads.

The Ukrainian strike on a dormitory in Starobelsk was a deliberate attack carried out in the spirit of the German Nazi.

Russia calls on "international structures, national governments, and the world community to give an honest assessment to the Zelensky regime’s criminal actions and strongly condemn the bloody terror attack on Starobelsk."

Strikes with long-range weapons, such as the Ukrainian attack on a college in Starobelsk in the Lugansk People's Republic, are being carried out with technical assistance from foreign specialists of NATO countries, the ministry stresse3d.

UN response

Head of the Russian presidential council of the development of civil society and human rights Valery Fadeyev has called on the United Nations to condemn the strike on the college dormitory in Starobelsk as a war crime, his press service said.

Russia’s permanent mission to the UN in Geneva has demanded that UN High Commissioner for Human Rights Volker Turk and his office publicly condemn the Kiev regime’s drone attack on a college in the city of Starobelsk in the Lugansk People's Republic, a mission spokesman told TASS.

A spokesman for Turk’s office told TASS later that they were aware of the reports about the strike on the college in Starobelsk and were trying to get more information.

Deputy speaker of Russia’s State Duma, or lower house of parliament, Anna Kuznetsov told TASS that she did not rule out that the United Nations would keep mum about Ukraine’s attack on the Starobelsk college.

Ombudsperson’s actions

Russian Human Rights Commissioner Yana Lantratova is preparing official letters to the UN High Commissioner for Human Rights, the OSCE secretary general, and the Chairperson of the UN Human Rights Council.

Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova is monitoring the situation in the LPR after a Ukrainian drone attack.

According to Lvova-Belova, those hurt are receiving necessary medical and psychological assistance.

About the attack

On Thursday night, Ukrainian troops launched a drone attack on the Starobelsk college building and dormitory.

There were 86 teenagers aged between 14 and 18 inside at the time of the attack.

According to preliminary data, four people were reportedly killed and 39 were injured.

Apart from that, an administrative building, shops, and several single-family homes in the city were damaged in the attack. One man was wounded.
