PETROPAVLOVSK-KAMCHATSKY: Being aware of its inability to achieve successes on the battlefield, the Kiev regime replaces its failures with terror attacks against civilians and civilian infrastructure in Russia, Russian Foreign Ministry Spokeswoman Maria Zakharova said.
