MOSCOW: Moscow and Washington have reached an agreement regarding the Black Sea initiative, which focuses on ensuring safe navigation and the prohibition of using commercial vessels for military purposes. The text of the statement, released after expert consultations in Riyadh, has been published on the Kremlin's website.
"In accordance with the agreement between the presidents of Russia and the United States, both sides have committed to implementing the Black Sea initiative. This initiative includes guaranteeing safe navigation in the Black Sea, refraining from the use of force, and prohibiting the use of commercial vessels for military purposes, while establishing appropriate control measures through inspections of such vessels," the statement reads.
Russian-American consultations were held in Riyadh on March 24. They lasted for more than 12 hours. According to Russian presidential aide Yury Ushakov, the negotiators focused on the resumption of the Black Sea grain initiative.
The Black Sea initiative, also known as the grain deal, was supposed to help remove Ukrainian grain from the Black Sea ports and normalize the export of Russian agricultural products and fertilizers to the world markets. Contrary to the agreements, the West exported most of the Ukrainian grain to its own countries, while the main goal - grain supplies to the needy countries - was never achieved. At the same time, the obligations to Russia were not fulfilled. Moscow withdrew from the deal in July 2023.
